作用：
1.可以不同地理区域toll bypass
2.还可以用partition和css进行分类，cos。
3.overlaping number解决办法，同号码复用在一个ccm或ccm集群中.

partition含义，是一个容器装route pattern等pattern,要和css配合使用。
css与acl功能上类似。
